Practice-based workshop on Anti-Corruption Policy

On March 11 this year the Branch of the Russian State University of Oil and Gas (NRU) named after I.M. Gubkin in Tashkent held a practical seminar on anti-corruption policy issues. This seminar is a program for solving current and future tasks identified as part of the implementation of the requirements of the Decree of the President of the Republic of Uzbekistan №PD-6013 “On additional measures to improve the anti-corruption system in the Republic of Uzbekistan” dated June 29, 2020 and the resolution of the President of the Republic of Uzbekistan № PR-5177 “On additional measures for the effective organization of anti-corruption activities” dated July 6, 2021.

All employees of the Branch and sponsored academic lyceum, as well as senior officials of the Anti-Corruption Agency of the Republic of Uzbekistan participated in the seminar.

During the meeting, issues related to illegal actions committed by employees of universities were considered, namely, receiving a monetary reward (bribe) upon admission to study at a university, receiving a bribe when transferring to study from other universities, embezzlement when acquiring and writing off inventory items and other issues.

In compliance with the order of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan dated July 8, 2021 №297, there has been created the department to manage the “compliance control” system of combating corruption, and the Anti-Corruption Policy of the Branch was adopted, which reflects specific measures aimed at preventing and suppression of corruption offenses in the activities of the Branch.

Based on the results of the workshop, it has been noted that the Branch should develop a culture of intolerance towards corruption, create an internal system for preventing and combating corruption, awareness of employees about the provisions of anti-corruption legislation and their active participation in the formation and implementation of anti-corruption procedures.

Moreover, the employees of the Branch adopted and approved the Code of Ethics and Official Conduct of Employees, which is a set of principles of professional, official ethics and the basic rules of official behavior that the employees of the Branch should be guided by.

At the end of the seminar, the necessity of performing activities on the implementation of the requirements of the international standard ISO 37001:2016 on combating corruption in the activities of the Branch and further obtaining a certificate of this standard has been emphasized.
