Meeting of the Minister of Energy with the “Gubkints”

The meeting with the Minister of Energy of Uzbekistan A.S. Sultanov has become a unique and significant event in the life of students, young teachers - specialists of the Branch of the Russian State University of Oil and Gas (NRU) named after I.M. Gubkin. Talking frankly about painful aspects: unsolved issues and problems, ways out of stagnant painful situations eventually turned into a presentation format for the country's energy-independent future.

Doctor of Pedagogical Sciences, Professor E.R. Yuzlikaevа, the Deputy Director of the Branch on Academic affairs acted as the moderator of the meeting.

New challenges require creative solutions

- The branch’s mission is to maintain competitiveness, including internationally - requires non-standard organizational and substantive decisions based on the unity of the triad “education - science - production”, - said professor A.M. Magrupov. - Large-scale projects for the development of the oil and gas industry create a need for a new type of university. Among the shortcomings identified as a result of the Branch’s close cooperation with the oil and gas industry, there were identified, in particular, such shortcomings as: incomplete compliance with the requirements of employers and the labor market of the level of professional competence of the branch’s graduates, low level of commercialization of innovative developments, lack of targeted training, search and identification technology talented applicants in the oil and gas regions.

- The branch will have to overcome the existing barrier between basic and applied scientific research, which is extremely relevant in the oil and gas industry on the one hand, and trends that have developed at the present stage in higher education in oil and gas on the other hand. In this regard, it is necessary to implement the tasks of the areas of “Advanced Innovative Education”, “Applied Science, Integration with Production”. Their implementation implies: the opening of new areas of training, secured by industry demand; opening of master training; re-equipment of existing training laboratories and organization of scientific and educational centers by attracting investments from foreign operators of oil and gas companies. Also among the topical issues was the expansion of the regional preparatory departments to ensure targeted recruitment in specialties and areas of training in Surkhandarya, Bukhara, Ferghana regions and the Republic of Karakalpakstan.

Addressing to A.S. Sultanov, the head of the Branch expressed appreciation for the attention and time for regular meetings with students, noted the personal merits of A.S. Sultanov in the development of the university - a modern forge of industry personnel.

- Without exaggeration, we can say and are proud that it was thanks to your comprehensive support that our Branch achieved such successes in all areas of its activity, and now we are a leading university that trains personnel, namely worthy personnel for the industry. We hope that our graduates will not fail and will not fail in the future, justifying the trust placed in them” – has emphasized the Executive Director of the Branch, Doctor of Pedagogical Sciences, professor A.M. Magrupov.

It should be noted that since its establishment, the number of educational profiles in the Branch has increased from one to 12, more than a thousand in-demand specialists have been trained - geologists, technical engineers - drillers and developers, economists who today make a worthy contribution to the development of the fuel and energy industry of Uzbekistan. The forge of professional personnel is deservedly proud of the awarding of the “Dustlik” (“Friendship”) Medal in 2017 by Shavkat Mirziyoyev, the President of the Republic of Uzbekistan.

Motherland is a family and people

“Be proud of your university: glorious traditions, tutors, and graduates,” said the Minister of Energy of Uzbekistan A.S. Sultanov addressing to the  “Gubkins”. - Your urgent task is to study science and life. In the student years, friendship, love for the motherland is laid: the realization that the homeland is what you are, what you have achieved, something inside us and with us, a feeling for the people, your family, yourself.

- Asking the question: “What is important in life”, I’ll answer - everything is important: first of all, what we do for loved ones, others, for people, especially given that we live during great changes - in society, in the oil and gas industry, which is the foundation of the entire economy of the country” - Alisher Sultanov emphasized.

Digitalization of the industry as a primary goal

The head of the department spoke in detail about the reform - with the aim of increasing the processing of raw materials - of the oil and gas industry, JSC Uzbekneftegaz, as well as work within the framework of “Transgaz”, the new single operator system in Uzbekistan.

- The President emphasized: “That is enough to be a commodity country!” It time and necessity to raise added value, processing volumes, attract new technologies, - said the Minister of Energy A.S. Sultanov. - In this regard, there is a big task for the digitalization of the industry, and there are great expectations for you, specialists: this is the digitalization of fields, control-accounting of transportation and sales of products. Digitalization as a whole should become a powerful tool to increase the level of well-being of society and transparency, this is its top target.

Opening of the Innovation Center - to the anniversary of the university

The university teacher also raised the question of creating a training ground for systematic summer practice.

- Last summer, we conducted a very fruitful and high-quality practice on the basis of the Eriell Group and Enter Engineering with assigning students the working professions of a slinger, gas welder and assistant to a 3-category drilling operator. But with your assistance, if we create our own base of practice, we will be able to solve the issues of concluding agreements, coordinating trips, etc. We will develop this base, and it will be a summer school, a student’s summer life” addressed the Minister a graduate of the Branch and the Master of the Russian State University of Oil and Gas (NRU) named after I.M. Gubkin in Moscow.

About internships, staffing and other aspects

Young lecturers of the Department of “Geological and Geophysical Exploration Technologies”, graduates of the Branch applied for support in undertaking a research and production internship - Ksenia Tokareva, Timur Mamorozikov. Students of the Branch, the head of the SSS, Malika Karimova, and SPE Jasurbek Tulaganov, spoke about their work and proposals. “I am bursting with pride for our young teachers, we will definitely support your question,” the Minister answered.

“The Minister’s warm approval was prompted by the proposal of the chief specialist of Uzatom Agency Fakhriddin Nuraliev to introduce, within the framework of the personnel policy, a “Personal Employee Account Card” with an assessment of professional competencies, moreover, as in the case of full-time employees and students, as well as to organize and conduct a competition innovation industry experts. “Personnel decides everything, it is necessary to enhance the professional level,” commented A.S. Sultanov, proposing to the author of the initiative to expand experience in the industry across all universities and lead the project.

The hours-long marathon of questions ended with a speech by the Minister regarding the introduction of advanced technologies on renewable energy sources.

“Here we were 30 years late,” the Minister complained in response to a student’s question about the relevance of the development of nuclear energy. - This is not just a separate industry, it is worth the development of a number of branches of science, production, medicine, construction combined. Access to cheap energy is a long-term project, “60 plus 40”, enough for our century, and our children and grandchildren. The development of science will ensure the progress and prosperity of the country, and we still have a lot of work to do for the benefit of the people and the state.
