The essence and significance of the Presidential Decree

The participants were acquainted with the essence and meaning of the Decree of the President of the Republic of Uzbekistan, S. Mirziyoyev, dated January 22, 2018, No.UP-5308 "On the State Program for Implementing the Strategy of Action for the Five Priority Areas of Development of the Republic of Uzbekistan in 2017-2021 in the Year of Support of Active Business, innovative ideas and technologies ". It was noted that this program includes important events that promote innovative development in all spheres of public administration and the national economy. In particular, in the field of improving the system of state and public construction, in the sphere of ensuring the rule of law and further reforming the judicial and legal system, in the sphere of economic development and support of active entrepreneurship, the creation of favorable legal and organizational conditions for the development of active entrepreneurship, the introduction of innovative ideas and technologies , further improvement of legal guarantees of protection and mechanisms for preventing illegal interference in the development of a strategy for reforming the agricultural sector, the refusal to provide individual benefits with the provision of benefits to industries and sectors of the economy, the active development of regions, in the sphere of social development - the implementation of a set of measures to further strengthen social protection and protection of the health of citizens, the creation of an extensive network of social pharmacies, increased employment and real incomes of citizens, the definition of the "consumer basket", p to broaden the construction of social housing, comprehensive targeted support for socially vulnerable segments of the population and persons with disabilities, security, interethnic harmony and religious tolerance, as well as foreign policy - the adoption of the new National Security Concept of the Republic of Uzbekistan, the implementation of a set of measures to further strengthen and develop the military and military-technical cooperation with foreign partners, improving the system of protection and protection of the state border, counteraction terrorism, extremism and information threats, strengthening of inter-ethnic and inter-confessional consent, religious tolerance, radical reform of the activities of the Ministry of Foreign Affairs and diplomatic missions, enhancing the effectiveness of the system for protecting the rights and interests of citizens abroad, as well as the continuation of mutually beneficial foreign policy, the development of trade, cultural and humanitarian ties.

The moratorium on carrying out inspections of financial and economic activities of business entities was announced for a period of two years, with the exception of inspections conducted in criminal cases and in connection with the liquidation of a legal entity.

It was also noted that the draft laws of the Republic of Uzbekistan "On Innovative Activity" and "On Science" will be drafted, they will be exempt from all types of taxes and mandatory payments, with the exception of unified social payment, until January 1, 2023, high- startups co-financed from venture funds, research institutions, innovation centers, design bureaus for income received from the sale (transfer for use) of entrepreneurs own new technology th.

One of the innovations is that the ban on the employment of citizens who do not have a temporary or permanent residence permit or the registration at the place of residence has been canceled, as well as the employer's responsibility for hiring citizens residing without a temporary or permanent residence permit or without taking into account the place of stay . The country's leadership will provide comprehensive support and stimulation of innovative ideas and technologies, active entrepreneurship, primarily focused on the introduction of modern productions.

The Decree noted that all the necessary conditions will be created to accelerate the development of science and innovation, contributing to the sustainable growth of the social and economic potential of the territories and improving the living standards and welfare of the population; on comprehensive practical support of progressively thinking, enterprising and responsible workers and citizens; on the implementation of the following rule: "Every civil servant must prove every day that he is worthy of his office".
