Education without corruption

On the initiative of the President of the Republic of Uzbekistan a draft of the Law of the Republic of Uzbekistan «On Countering Corruption»,

was introduced into the Parliament of the country which was adopted on January 4, 2017. This law determines the legislative basis of the country’s anti-corruption policy and consists of 6 chapters and 34 articles.

The main aim of the development of the law is comprehensive regulation of legal relations in the field of preventing and countering corruption.

The main directions are raising efficiency of anti-corruption measures of public authorities, organizations and civil society institutions, preventing corruption in all spheres of public life, creating an environment of intolerance to all signs of corruption in society by enhancing legal awareness and legal culture of citizens.

The law establishes the basic principles and directions of the government policy to combat corruption, provides a system of relevant authorities, determines the mechanisms and reveals the participation of citizens’ self-government bodies, civil society institutions, mass-media and population, as well as international cooperation in this area.

To execute this Law, Постановление Президента Республики Узбекистан «О мерах по реализации положений Закона Республики Узбекистан «О противодействии коррупции» (№ПП-2752 от 02.02.2017 года) and the Decree of the President of the Republic of Uzbekistan “On Measures for Further Improving the System of Prevention and Countering” as of March 14, 2017 № PP-2833.

 

Both statutory acts have been were adopted with the aim of creating an efficient system of coordination of activities for the prevention and countering of crime, introduction of modern institutional and legal mechanisms for the prevention and suppression of violation of laws.

The Decree of the President № PP-2752 as of February 02, 2017 lays the grounds for the approved State Anti-Corruption Program for 2017-2018 which is the main program document on preventing and countering corruption.

The state program foresees the implementation of 51 anti-corruption measures in 5 areas:

1. Further improvement of legislation in the field of countering corruption;

2. Raising the legal awareness and legal culture of the population, creating an intolerant attitude towards corruption in society;

3. Measures to prevent corruption in all areas of the life of the state and society;

4. Timely detection, suppression of corruption offenses, elimination of their consequences, causes and conditions thereto;

5. Organizational measures, research, international cooperation in the field of countering corruption.

In terms of implementation of the 23rd paragraph of the State Anti-Corruption Program, it is envisaged that government agencies will undertake measures to prevent corruption based on a systematic analysis of their activities, identifying areas and sectors subject to corruption risks, and undertaking efficient measures to prevent corruption offenses.

In general, it should be noted that the Branch of the Russian State University of Oil and Gas (NRU) named after I.M.Gubkin in Tashkent city, targeted activities are being carried out to timely detect, suppress corruption offenses, eliminate their consequences, causes and conditions contributing thereto. In addition, it continuous the execution of tasks determined in the State Program on Countering Corruption for 2017-2018.

 

In order to provide citizens with their constitutional rights to receive education, to strengthen legal literacy among the population, as well as to ensure the transparency of the activities of the Branch of the Russian State University of Oil and Gas (NRU) named after I.M.Gubkin in Tashkent city, the Branch has launched a hotline.
